Try booting with windows Xp Cd and enter the recovery console and reformat your secondary hard disk or it is better that you repartition the hard disc. (use help command at recovery console to see list of available commands, diskpart is command for partitioning the hard disc)

Windows usually has a overhead memory used to store some of its "Microsoft"s stuff..But when a hard disk itself comes it usually will be 1-2 GB lesser than it specified..

Are you sure you really have 2 hard drives? Windows will not let you format the drive that contains /Windows, but it should let you format any other drive.

If your drives are separate partitions of a single physical drive, then it won't let you format it.
