They're both. Davy Jones sang "Cheer Up Sleepy Jean", and he hails from England. Another great Monkees song is "Valerie" (also has that UK/British sound) and some killer acoustic guitar riffs.

They are an American group, created for a television program in the 60 and 70's - that had a British member....they were kind of fun, though.
