Elsewhere in the U.S.: Go to a place that Mexicans own and operate. Usually a hole-in-the-wall place. Food will be pretty good.

Go to the 'mom & pop' operations...they're the best. If you're in San Antonio, Texas...there's a place on Nogalitos called Gibby's La Cocina...great food and CHEAP!
