It depends upon whether you want a pencil, or don't mind investing in a brush. For pencils, I would try the Aqua Crayon from CHANEL, the waterproof pencil from Dior, the pearly waterproof pencil from Makeup Forever, the 24/7 pencils from Urban Decay (which come in AWESOME colors) and I also like the basic eyeliners from Estee Lauder. All of these except for the Estee Lauder are available at Sephora or sephora.com.

For liquid eyeliner, I love Makeup Forever (which is waterproof) and Bourjois, both of which are available at Sephora and sephora.com.

If you're willing to invest in a brush, you can get even better smudge-proof results. There are two basic types of eyeliner brushes, and both are usually made of some type of synthetic bristle. There is the traditional eyeliner brush, which has very few bristles, and is basically a liquid eyeliner brush, sold separate from the eyeliner. This is not my favorite, because it's as hard to use as a traditional liquid eyeliner, and it's more of a challenge to get a straight line. The second kind is a flat eyeliner brush, and is available in both a true flat shape, or with angled bristles, and in varying levels of stiffness. I prefer a softer one, such as NARS or CHANEL, but you might like a stiffer one, like from Stila or i.d., which is the company that makes Bare Minerals - all available at sephora.com. The softer bristled brushes work great with cake eyeliners, which you can use damp, and give all day wear. Once they dry down on the eye, they're not going anywhere, but at night they're easier to remove than a waterproof product. I've tried cake liners from Stila (my favorite), Laura Mercier, CHANEL, and you can also use many high-quality eyeshadows as cake liners too. Just dampen the brush and away you go. The brush should be damp to the touch, but not wet. The stiffer bristled brushes work best with cream liners like Smashbox, Laura Mercier's cream liners, and Stila Smudge Pots, mainly because they're easier to keep clean. The benefit to a cream liner is that while it is still wet, it has a lot of movement, so you can get a perfect smudge for a smoky eye. Once cream liners are dry, they're set in a place, and are often waterproof. That means they're kind of difficult to remove, so make sure you use a "waterproof eyemakeup remover", which usually contains some type of oil.

The technique used with an eyeliner brush is easier than you might think. You load the tip of your brush with pigment and then use short, straight strokes from the exterior corner of the eye, directly on the lash line to get a perfect line. If you've got a perfectly steady hand, you can do it all in one stroke, but the short strokes are easiest. Trying to decide between angled bristles (I love CHANEL's, and the Silver Angled brush from Sephora's private collection) and the straight across classic style? There's benefits to both. The angled style is easiest to use on yourself, because you work with the shortest bristles closer to the center of the eye, and just drag it in from the exterior corner. The flat bristled brushes are usually wider, and it takes less strokes, which is the main benefit. I use a NARS brush, and love it.

BONUS TIP: When removing your eye makeup with a waterproof eye makeup remover, make sure you do a last swipe with a regular water-based makeup remover. This will remove the leftover oil and keep your mascara from smudging off the next day.

I like NYC. But,..something that I developed over the years is use any eye pencil and sharpen it nice and good. then take a lighter and heat the very tip just a little. Make sure it cools then use the eyeliner. I think it helps it to stay on longer, atleast it works for me. but my skin does not get really oily and i think that can cause running and smearing

Rimmel has really awesome eyeliner. I have the Exaggerate (Full Color Eye Definer), and I don't ever have issues with it coming off, in fact, I never have to reapply, and depending on how often you use it, it never runs out. Plus, it comes with a handy sharpener on the end, I especially liked that ;)

Glimmersticks from Avon, It cost about $2 to $4 dollars, depending on whether it is on sale or not. It is also waterproof, so you won't have the problem of it fading.

I think the eyeliner that I bought was Neutrogena in black noir! I never had to reapply it that day! Hope I helped!
