Ouch! that's hard but it has to be Jimmy - First - He won the cripple fight. Second he tells great jokes. Third he won the Special Olympics. And when he was in the episode where Butters got hit with a shuriken in his eye he was the blind warrior who kicked the most a$$!!
Jimmy rules.
Darth Chef was good.
Cartman is Okay.
The Mole from Bigger, Longer Uncut was great.
Big Gay Al - Simply for the line, "Super, thanks for asking!"
Mr. Hanky - In the second Christmas Special.
Satan - He was the one that saved everything in Bigger, Longer Uncut. Plus he now has Mr. Hat.
And Mr. Macky when his girlfriend loosened up his tie and his head went to a normal size and he toked up.
