A. is wrong because neither x nor y should use "is", not are
D. is wrong because sound is singular and were is plural
B. is wrong because pair is singular and cost is plural

C is correct: she is singular and has told is singular

C. (Though should read 'same')

A - should be 'is'. After 'neither' and 'none' the verb is singular.(However, this is a common 'mistake' in the speech of native speakers of English).
B - It's ONE pair of shoes - i.e. singular. So 'costs ...'
D - 'the sound' is singular and the subject of the verb - so 'was'.

C is correct (except some should be same) - it's the only one with subject-verb agreement; all the others have singular/plurals mismatched.
