Astronomers are actually constantly sending out radio signals on the 21cm hydrogen band while also listening out for any signs of communication. This frequency is supposedly the best way to detect any forms of communication through space.

If they're smart enough to build space craft advanced enough to reach Earth, they're probably smart enough to pretend they didn't see us or maybe just destroy us. But yes, there is an organization called SETI (Search for ExtraTerrestrial Intelligence?) that is monitoring space with radio telescopes.

if aliens have are contacting us then we would definitely know about it. so since we havent found anything yet then that means that aliens r most probably not trying to contact us.
