Well, your im monikure says you're athletic so use that to your advantage... find a co-ed sport eg beach volleyball where there is close physical interactions between teammates... it won't take long for you to be chatting it up with the team and then the guy(s)... Soon the guys will be coming to you asking your sports advise and then asking you out...

this is easy. Get yourself a wing-women. Two women together are easier to talk to than just one. And don't go to noisy bars, go to quiet bars. And don't ever walk around with your head down. Always look up and smile. body language will speak for you if you let it.

I have the same problem. Maybe go out with him in a group or ask a friend to subtely ask him if the feeling is mutual.

most guys will eventually figure out that you like them, We can be pretty thick headed about girls ESPECIALLY when we think one actually likes us
Remember he is just as uneasy as you are just as shy as you.
