There are many factors that influence growth of breasts. These include nutrition and genetics, both because of hormone stimulation. Breast growth is one of the important things that happens during puberty. The pubertal hormones produced by the pituitary gland (located in the brain and responsible for producing a variety of hormones), play a critical role. One of the earliest signs that puberty has begun is enlargement of the breasts as a result of increased production of ovarian estrogen stimulated by these pituitary hormones. Boys also often experience breast enlargement during the early stages of their pubertal growth spurt, but their breasts usually shrink in size after one or two years. As long as estrogen continues to be secreted in females, breasts will grow and/or maintain their size. Breasts may also enlarge slightly in women taking birth control pills or, after menopause, estrogen-replacement pills. Naturally, breasts enlarge during pregnancy as a result of marked increase in estrogen secretion. Girls with poor diets and weight loss may notice that their breasts get smaller. If these girls improved their nutrition, their breasts would enlarge to their previous size.

Don't underestimate the power of nutrition.
Diet: a standard healthy diet based on your metabolism
whole grains, whole foods
Avoid animal fat.
Eat the right portions of macro-nutrients based on your metabolism.
Fats:
- Walnuts and flax seeds are good fat sources.
- Eat omega 3 to omega 6 in the following ratio: >1:3.
- Keep your oils unoxidized. Oxidation increases when the following increase: exposure to light, heat, and oxygen, + the time exposed to these
- Oils with lots of double bonds tend to be healthier, but they oxidize more easily.
- You can buy flax seeds, put them in a blender, eat them for the fat, and store them in a fridge/freezer for a few days.
- DHA + EPA with more focus on DHA These are found in animals, such as fish who get them from algae. Avoid mercury.
Some foods to think about. Choose what fits your metabolism.
Mashed potatoes + oil (fastest metab. only)
brown rice + lentils (complex carbs and complementary protein)
cooked vegetables of various colors
raw vegetables
fruit
prunes (eat lots of these to put on calories if that's what you need)
Don't be afraid to have a tiny 1 inch beer belly while you're growing. This could easily be eliminated by changing your carb source/levels and fat levels. It beats burning muscle/boobs.
Weight lifting/exercise: Women with muscle look fine. Choose something based on metabolism. There are women who do heavy brief (power) lifting and intense, brief cardio who look great.
You may think soy is the answer, but...
I heard some bad things about soy products. Most of the criticism is centered around processed soy (soy isolate). It would probably be a good idea to avoid soy that went through "ion exchange filtration" as this can denature proteins. I also read that this can turn the L-form amino acids into the D-forms. Supposedly, fermented soy is fine. I also read about phytoestrogens having a weaker ability to stimulate the estrogen receptors. They supposedly compete with the estrogen in someone with normal estrogen levels and decrease the body's estrogenic response.

Taking some types of birth control pills make your breast a little bit bigger. They also make you retain water which makes you a few pounds heavier.
