The best way to approach this situation is very cautiously and carefully. Your mom is no longer the young, hip teenager she once was and the last thing you want to do is make her feel bad about her age. You should begin by complimenting her on a certain aspect of her face, whether it be her beautiful eye color, full thick lashes, gorgeous locks, etc. You should always start with a positive.
Once you have shown her you mean well, make a suggestion of something she could do to enhance this certain aspect on her face. If you tell her she has gorgeous eyes, let her know what eye shadows would bring out those radiant hues even more (suggest cream shadows instead of metallic shades). You can always offer to apply your mom's makeup as a special makeover treat. This is not insulting in the least bit if you make it enjoyable for her. Another idea is purchase a magazine full of large pictures of today's natural makeup look. Leave it on the kitchen table or some place that she is most likely to pick it up.
If your mother uses too much eyeliner, one of the most common makeup sins commited by women, then apply it for her in a makeover session. REMEMBER: today's look is very natural. It is about enhancing beauty, not recreating it. You should smudge eyeliner into the lash line, not above it.
Lastly, I would recommend tuning into TLC's What Not To Wear (Friday nights) and when the makeup artist appears on screen, call your mother in to watch "this amazing makeover show!"
The last thing you want to do is insult your mom. It may hurt her a little depending on how you approach it and how she takes it, but make sure you tell her that you want to her feel beautiful first and foremost.
Good luck!
Natalie

You can tell her that in the summertime, the trend is to wear less make-up and to use lighter colors. Also, less make-up and lighter colors actually makes people look younger. Heavy, dark make-up makes people seem older than they really are. My daughters once told me they wanted to give me a makeover, and they gave me ideas for new make-up techniques and new hairstyles. That was a fun way for my kids to tell me what they liked and what they wanted me to change. Last but not least, you can compliment your Mom when she isn't wearing any make-up or when she's wearing just a little, and tell her she looks much better than when she's wearing a lot.

Tell her how pretty she looks with just a touch makeup. Ask her to try going out without being all "done up." Or offer to do her makeup one day and just have a girls day to play in makeup with mom.

You don't. It will offend her. Tell her you want to go get a make over for you and want her to come along for the fun. Mom / daughters day out. She'll be so excited for you that she might feel daring enough to have it done for herself too. Then finish by going out to a movie or shopping to show off your new make overs :)

Tell your mom she should go for a more suttle look and say that you think she would look FANTASTIC with lighter make-up and just bring it say something like you know I read in a magazine that people who wear to much make-up break out more then people who wear lighter makeup

Just tell her the true, be honest to her by telling her (Mom, i think the makeup colour look too much on you, maybe can be lesser and it look nicer too. if she can't accept it then just let her be, at times mother think that they look great when they put on more makeup. I think human being have the right to do the thing they like.

just tell her she should take a bit off. help her with her makeup. tell her that you can make her look even more gorgeous than she already is, and give her a subtle, natural look. do her makeup in a a way that is toned down a bit and if she likes it, she'll do it like that the next time.

Ask her if you can try something on her you saw on a fashion station on TV. Tell her that she's so pretty it would look great on her. Then give her a make-over. Good Luck
