The ZOO always offers a really cheap flat rate fee for children's birthday parties.
You can pic-nic there and kids just LOVE seeing the animals.
Most Zoos, offer free train rides for the kids too. A tour guide can accompany you, during the walk around the park and tell the kids interesting facts about the animals.
It's fun, it's cheap and educational.
They have a gift shop and the kids usually get little (free) party favors from the management at the zoo.
Call in advance, so they know what to expect. It's helpful to THEM, so they can insure that everyone has a good time.

I've had some really fun parties for little ones at ice skating and roller rinks. They even supplied large costumed characters to help the kids skate, cake & ice cream, games, decorations, party favors, all for around $7.50 per child including specialized skates and blade rentals. Also, our bowling alley offers similar "Lil Tikes" bowling parties with bumpers, smaller light weight balls, shoe rental and a snackie type lunch (nachos) with cake, ice cream and decorations. Ours is a laser light alley with music that the little ones love. But it is a little more expensive, around $10 per child.
All are hassel free. You call, give them the time and date, number of children and "chaperone" adults. (They don't charge extra for them.)

Playground with a pavillion - Have a picnic party. In a playground, you won't have to worry about finding games or activities for the kids to play, or about them making a mess in your house.
