because
1. they have no video ref
2. they give them too much power
3. perhaps fifa likes the controversy that comes with the game.

They just suck thats alll.... oh and todays game Italy VS Australia man those referess realllyy suck and their soooo unprofessional they didnt count the fouls and they didnt see much of the screw ups.. if you ask me i think its all rigged
