Try moving your mouse right to the bottom of the screen, when you see the up and down arrow, hold down on the mouse and pull the start up bar back up.

Yes. Place your mouse arrow at the bottom where the tool bar should be. Then when you see the up and down arrow, left click and drag up. It should appear right away.

1 > and if swimmertommy's suggestion doesnt work, open task manager to make sure EXPLORER.EXE is running.
2 > if its running, then keep tryin his suggestion. if it still doesn't work, wen you see the up-down arrow, go lower and right-click. you should get the menu that one usually get wen you right-click on the task-bar. see if 'lock the taskbar' is ticked. if it is, un-tick it. then try repeating swimmertommy's procedure again.
3 > if it isnt running, well then, run it. hit the windows key on your keyboard. you should get the start menu. use ur mouse and go to run (if mouse not working, use up n dwn arrow keys on kbrd) wen the run dialogue box appears, type in EXPLORER.EXE and hit enter. this should do it. if not, repeat his procedure again. if that doesnt work, try my suggestion no. 2 again. by nw if it doesnt work, something seriously wrong w ur comp.....or you're not following instructions properly!
