Research the companies you're interested in, find out who their recruiter or head of HR is, then submit your resume and do a telephone check in as you state in your cover letter.

Of course you do need the skills they require, if you don't have that, then find out what they are and go from there. Peter Jennings started out dumping trash at ABC and look where he ended up.
