No. The Ravens first year was 1996, they finished 5th in the AFC, the next 2 years, they finished 4th, in 99 they finished 3rd. In 2000 they finished 2nd in the AFC en route to beating the NY Giants in the Superbowl.

No, and since they were not technically an expansion team, it really isn't fair to compare teams like the Texans to them.
