They're underage and don't know how to find better productive things to do with their time. They're bored or don't have anything constructive to say. Maybe they don't want a relationship, just to hit it and run.
If someone is telling you this then they are attracted to you but not necessarily in love with you. They would rather hit it with you than just hang out not doing anything but spending time together.

Means you or they have an unusually high libido which can be caused by a imbalance of hormones. Unless it interferes with normal daily activity/is all you or they can think about then there is nothing wrong with it. It can also be caused by puberty.
