The catch is the can't read statement. You can help him study. You can even help him fill out the proper forms. The problem is, he must take the test by himself, and that takes some serious reading. You might try to see if the DMV will allow you to function as a "translator."

I anticipate some difficulty because your friend will be expected to read signs while driving. Many are simple and should be easy for him to recognize, such as "stop," "yield," "one way" and such. Others will be more difficult to deal with such as "Through traffic merge left," or "Road closed for construction, take rte 95 between 8pm and 6am."

Don't forget, his license means he will be responsible to keep up with changes in the law, and that could mean more reading later. An officer, or a judge will not accept his inability to read as an excuse.

You will do him a greater favor if you can convince him to take some adult education reading classes. He can use your help, there, and the knowledge will be more valuable. He can earn his license and be able to participate in many more activities.

CDL means "Commercial Driver's License". Go or call the local driver's license office. They will explain to you what needs to be done in your state to get a Class C CDL. The person wanting the license will have to take and pass a written test and a driving test to prove they are capable of handling that type of equipment.

The best place to get info about obtaining a class C license is your local DMV. You can look them up in your yellow pages. Good luck to both of you.

There are hundreds of identified substances that may require placards and HazMat procedures for transport in a commercial vehicle... Most have their own special shipping and handling rules depending on weight and volume of the substance being transported. Check your local state DOT office, library or book store for guidebooks for transporting hazardous materials.
