Because if you come across an alien vehicle, it is most likely top secret military technology, therefore they needed to make it illegal so one wouldnt have access to such technology. Especially around the time in New mexico where they were expereincing with spy baloons, and the stratosphere by putting monkeys in space suits and it crashed... they didnt want to declassify that stuff at the time.

The code doesn't make it Illegal. The Code of Federal Regulations is for guidence in what to do when you come in contact with extraterrestials.

The law was repealed in 1991.
It's intent was to keep people away from our own astronauts returning from space, because we had no idea what they would bring back from the moon. Note that the law was put into place just prior to the launch of Apollo 11.
The law didn't make anything illegal, it just said that if you did have contact the government could quarantine you.
