The best way is through networking. Since you don't seem to be able to do that, then print out a hundred resumes and hit the streets. Only 4% of jobs are listed through the major job search engines. That means the other 96% are in house or waiting for walk ins.

Know what you are looking for.
Be sure your resume is up to date.
Monster.com......Yahoo jobs.....
All great places. I got a good job with Amex on line. quit after 7 months, but I have nothing bad to say about the company.
