I assume they are getting enough sun? They need a lot of sun to bloom. If so, my only recommendation is to give them some "bone meal". (Bone Meal is high in phosphorous, which promotes blooms and root systems -- if I remember my gardening basics correctly... Nonetheless, it is "bone meal you want. It's all natural, too.)
One site (on "Vita-soil") has this to say about Bone Meal: "The effects phosphorous has on plants that can be easily observed by gardeners are in vitality, the time of blossoming and maturity. Flowers will produce more colorful blooms. A phosphorous deficiency may stunt growth and delay the emergence of new shoots and flower development."

IF, they have flowered previously this season, you may need to Dead Head them, this is cutting off the Flowers that starting to die. What happens; The flower dies which means it go to seed, if the plant think it done it's job (Producing Seed) it have no reason to make more flowers.
Also, try a Fertilizer for Roses it may help.
I live in Arkansas and my Roses have been blooming now a good 2 months. They usually bloom all summer if I keep them Dead Headed and watered. Sometimes I may have to Spray for Fungus.

Check if there are fruits developing from past blooms, if so, remove them with scissors and you'll get new blooms
