It is laying eggs.

Check incubation time for turtles and look at that area around that time you should see little ones. Watch the lawnmower!

Raccoons eat the eggs around here all the time.

all turtles in native north America land turtles lay their eggs on dry land or damp land by digging a hole with back legs, drop the eggs cover up the hold then go away. If you mess with or go around it too much while this is going on it will stop an leave.

Probably nesting. Without a little more info I can only guess 'where it came from'. Statistically, a Painted turtle would be the most likely. Most of the pond and aquatic turtles would be from a quiet pond or creek nearby, possibly even one you have overlooked.

Some parts of the country have box turtles or tortoises that could have come from other places. If this is likely for you, it could have come from a nearby field.
