It is and it isn't. It's like the liar paradox.

"This sentence is false."

The above sentence is called the liar paradox. The philisophical branch called logic tries to deal with these ideas. For a long time, classical logic argued that the sentence couldn't be true and false at the same time, hence the use of the term paradox. Newer types of logic argue that something CAN be true and false at the same time. I'm inclined to agree. The western word is into duality. Things are black or white, one or the other. The east had it right long before the west. Something can be true and false. Think about it.

PS. One might argue the semantics of the word "comment", but this opens a whole new can of worms.

It is definitly a comment. The information it conveys to an audience that a question was heard and understood but that the commenter will not answer that question. This has a different effect on an audience than flat-out ignoring the question.
