The auto dealer's license is issued by your state. Start at the county court clerk, where you register your car. You need to register your dealership the same way, and then you can get as many license plates as you need or can afford.

Next, you'll need a business license from your city and county. Probably the town clerk's office.

When you get to the auction, you pay a buyer's premium - that is, a percentage of the sale price. If you successfully buy a Ford Escort for $1000, there will be a premium of 10%, so the total purchase price will be $1100. Add in the cost of getting it back to your lot, getting good tires on it and getting it cleaned up, maybe a tuneup - now you have $1700 in it. Put a price of $3495 on it, and you're in business.

Contact your Dept of Motor Vehicles, they will have the information you need to apply for a license. Understand there are various kinds of licenses which allow you to do different things such as wholesale or retail so make sure you get what you need.
