No, the team with 11 has to drop a player (their pick). Then, after the 10th player from each team takes the shot, it starts all over.

It is called "reduce to equate" The team with more players will eliminate players from the penalty kick line up to have an equal number of players eligible to participate.

For example, you have Team A and Team B. Team B has two players ejected at some point, so they are only playing with 9 players. Team A has behaved themselves so they have all 11.

A Penlaty Kick Shoot Out comes around and the coach decides what order to have the players shoot in. Chances are, they will have their best 5 shooters go first.

So, the first five from each team tie. We move onto the second set of 5. Team A has their # 6, 7, 8, 9, and 10 shooters. Team B has #6, 7, 8, 9, and #1. That gives an unfair advantage to the team that got people kicked out.

Instead, Team A picks their best 9 players to shoot since that's the number that team B has. So, if it is tied at the end of the first round of shots, then you have #6 vs #6, 7 vs 7, 8 vs 8, 9 vs 9, and the #1 vs #1. That's more fair to the team that behaved themselves.

This is not an optional thing, it is manditory and is in the FIFA Laws of the Game

No. When the score reaches 10-10 (with the team with 10 players having started the shoot-out first), when it is the turn of the team with 11 players, the team usually sacrifies one player (usually the goalkeeper) not to take penalties, and the equilibrium is established. 10 players on each side, and penalties continue with the 10 man team's first penalty taker hitting his second penalty and go on until... one team misses and the other scores.
