In a "Laser jet" printer a laser is shot at a drum to warm it up so the toner (ink) adheres to the page*. If the drum is damaged toner will get stuck and mark every page.
In a "Ink" or "Bubble" jet printer, air blows the toner out onto a device called a Head. If the head is damaged it too will mark every page.

It can also be a damaged drum but the most likely culprit is the head. A bad toner cartridge will give you uneven printing or leakage if it prints at all.

none of the above if you're refering to the laserjet technology, a defective printout cause by drum or toner or head will be solved by replacing toner catridge by the way what you mean laser, the cause of permanent mark on every print will be the optical or scanner assy, but it can also be solved by cleaning it manually, but when you have a defective scanner or optical your laser printer will not work it will display an error or it will continue to standby mode or the lights will go on blinking

Mainly, this issue arises if the image drum is bad.
