Hold on there "slick" MS has a little patch for this, let me check my start-up and see whats on there. Well as best I can find, it is called (User Profile Hive Cleanup Service) just type that into MS search Box on their Windows site, and see whats close to the flavor of OS you are using.
Download and restart and you are on your way to happy start-up and quicky shut-down through normal shut-down procedures.

There are three ways to shut off your computer. If your computer is unable to shut off normally, go for the "Cold Reset" by pressing and holding the Power button a few seconds. If it doesn't work, you can unplug the computer (or switch off the Power Surge, if you have it). Turn it back on and give it a thorough scan (ScanDisk, Disk Defragmenter, and any Adware/Spyware/Virus Scan) to see if there is anything that's causing the computer to freeze when shutting down.
If this one persists, it's possible your Hard Drive may be reaching its limit. If that's the case, you may want to back-up all your data and reformat the Hard Drive.

my computer does that a lot too
what u do is call a computer technician
or
system recovery your computer (press F10 during startup) but that erases all your data and programs but puts your computer back to factory settings
or
buy a computer error fixer (errorkiller by McAfee is cheap and does a good job
its probably a bad CPU, overheated motherboard, a overloaded hard drive, an old computer, a computer overloaded with viruses, or a computer with lots of errors and bugs
the worst thing that could happen is that you have to buy a new computer
if so buy a computer that has at least 1-2 years warranty, service, and parts
Compaq, HP, or Sony
don't get Medion ones they SUCK (that's my computer that doesn't turn off)
don't unplug it too much it will ruin it more

Hold down the button you use to turn on the computer. When the computer is off, wait about a minute and turn it on again. Then try to turn it off normally, it should work.

have you held the power button for five seconds? that is the norm with computers. Don't unplug - you might send a surge through your computer when you plug back in.

can you give more detail like when you go to shut down is it giving you any popup boxes? is it just hanging? do you just not know how to shut it down?
if you can explain what you have done or tried to do it would be a lot easier to help you out.
