Start -> Run -> type REGEDIT and click OK.

Unless you know what you're doing messing with your registry can do irreparable damage to your computer but you get there by clicking on start, selecting run and typing in regedit. Please be careful.

Press Start, Run and enter regedit in the field. Make sure you know what you're doing in there.

Be very careful. If you intend to delete or change anything, save that file to desktop or wherever you can find it if you need to restore it.

If you are a programmer then you know the answer anyway. But your question sounds dangerous. Better don't touch it.
If you need to do there something then better ask a new question and tell EXACTLY what you try to do.

If you have to ask, there is a very real likelihood that you shouldn't be going in there!
Serious damage can be done, up to rendering your system inoperable.
Make a backup/restore point first.
