A clear hose will do the trick. One side will automatically be the same level as the other.
Buy the hose long enough for the longest dimension in your project. If it's a square project, make sure it will be the hypotnuse(sp) (diagnal of the two opposing corners) on the square... plus a couple feet. Have a glass of water handy or a water source so you can add is necessary. You can always pour out. You'll have your level. You'll also need an assistant.

I don't like either of those ideas. I'd take a clear plastic or glass pipe and stopper one end on the inside. of the pipe. Fill the pipe half full of water and stopper the other end on the inside of the pipe. I don't recommend hose because a hose can bend. Level the pipe so that the water is the same height on the pipe at both ends and mark the water level at both ends with a marker. Whenever the water is at the marks, then you know that it is level.

The Egyptians and some other early builders are thought to have used a slightly different water technique to level things. They'd dig a pit and fill it slightly full of water. The bottom of the pit would be carved out to be level with the water. As the water evaporates, the floor of the pit becomes more precise and level as more can be carved away. Some historians believe this is the way the Egyptians were able to make the base of the pyramids level.

Take a garden hose and slice off the ends. By filling one end and keeping the other end a little above the fill end you can completely fill the hose. Once completely filled put your finger over the low end. Now you can level virtually anything. When the water starts coming out of the free end after you remove your finger, you're level.
