because he looks like he's sneezing or about to and he's wearing a bicycle helmet, which usually mental handicapped people wear on an everyday basis.

because of the childish nature is dominating in their brain making them to act like that. more you show that you are concerned about that more you are prone to get abused, trickled, played with.
Just ignore them or learn to face them. don't get yourself underestimated.
