I would imagine you're asking your question as "what's the best casino to visit that pays out the best?" If anyone knew that or could guarantee it, Vegas would be out of business.
But in general, the casinos along The Strip pay out the worst, the casinos Downtown a little better, and the casinos in the outlying neighborhoods like Orleans, Sunset Station, Boulder Station, Suncoast, etc. pay out the best. This is based on reporting information from the Nevada Gaming Commission.
But that is all just generalities - it really is all about the luck of the dice (or slot machines). I've done terrific at Strip casinos and lost my shirt at the locals places one trip and then the complete opposite the next.

First of all, just a little news update: The Boardwalk Casino/Hotel is closed. They're in the process of taking it down. It's been closed for a couple of months.
I've lived here for a little over a year and the fun never stops. I've really enjoyed visiting the Bellagio. The fountains are spectacular and a must-see!! The Mirage is another good one. If you have kids, they have the white tigers and lions and the Dolphin Habitat and Secret Garden as well as an "errupting volcano" during the evening hours that 'errupts' every hour. Fremont Street is a hoot. I really wouldn't recommend bringing children there, as it gets a little rowdy. If you don't have children though, it's a very fun place to hang out at! They have a laser light show every night, on the half-hour, which isn't really that impressive but it's something to see for the first time. The Luxor is definitely something to see. They have a replica of The Great Sphinx, plus other amazing things in there. If you're looking to gamble, I recommend going off strip. I enjoy gambling at Sunset Station (which is just a quick trip over to Henderson, NV) and Sam's Town. If you're looking for a great, quiet place to stay I would definitely recommend Sam's Town, Sunset Station, Boulder Station, or The Orleans. They're all off strip, but most of them offer shuttles free-of-charge. If you're looking to find an excellent buffet, the Firelight Buffet at Sam's town is phenominal and The Grand Carnival Buffet at The Rio is great - a little pricey at about $28.00 per person, but it's worth it (they have EVERYTHING). There's not much to see in The Excalibur. The Shark Reef at Mandalay Bay is superb. Very fun - even without children. I've been there three times and have enjoyed myself every time.

I didn't have much luck in any casino...lol but I was told to go down and gamble at the casinos on Freemont street. They odds are supposed to be better so that they get business. the big hotels and casinos like the Wynn, Belagio and ones up the strip are taking customers so the casinos on Freemont street have changed the odds as a drawing card. It makes sense to me but take your lucky charm anyway. Have a good time.

I love to have breakfast really early downtown at Carson Street Cafe (Golden Nugget ) play a little board keno while we wait for food. Then for the day head to the strip....The Aladdin has a very fun shopping area! (Park in the Mall rear entrance....don't use the valet) Cesar's is a fun place for lunch and more shopping. Catch the fountain show at Bellagio, and check out the flowers inside! Then I would head back to downtown and eat at Hugo's Cellar in the Four Queens! (Don't let the casino fool you....this place is outstanding!!) After supper head out and watch a light show on Fremont street!

If you want flashy casinos and expensive minimum bets go to any of the big casinos on the strip (Bellagio, MGM, Paris, etc..). For less flashy and much lower minimums go to the downtown LV Fairmont Street (Four Queens, etc.)

If I had to just choose one, I would say Wynn Las Vegas. I love Steve Wynn's penny slot machine and the atmosphere is great. However, there are so many really neat places, it is hard to pick just one ... see them all!
