If you have Windows XP then you already have a good speech recognition system built in. Additional capabilities can be added using the e-Speaking (website below) Voice and Speech Recognition software.
Microsoft has been developing Speech Recognition software since 1993 (see the MSDN Reference below). Microsoft has a good summary on their website called: "How to install and configure speech recognition in Windows XP" (see last reference below).
The combination of Microsoft's software and e-Speaking should enable you to accomplish great things with voice recognition.

There are several ways to do it: from the free one to the very expensive one. The one you already have is you have a PC computer - the language bar that comes with Windows and you may use it with MS Word, and a very good but very expensive one is the Dragon.
If you want to try the one you already have to get started and practice using it (you know, it is not as simple as people say, you need to train yourself in speaking to one of those programs and control background noise) and will have no cost, make a quick search on Windows Help and Support (Start button -> Help and Support) for language bar and it is all there!

Yes, there several programs available that will translate words to text. One is "Dragon Naturally Speaking". I had an older version that worked quite well for me. Do a Goggle search for Voice to Text.

this is pretty good pretty expensive but there are more u can find, this is a goodway to start or try any where they sell pc's
