Yes. It is what everyone in the east uses to help keep water at bay. The sand absorbs only so much water. After that then some water may penetrate. Good luck

Depends on what kind of sand you use and type of bag. Use plastic based bag and concrete sand. The plastic type bag lasts longer than the old canvas ones and does not encourage mildew.
