Because so many people find it easier to make this assumption.There are many reasons why a person may say this,or act like that,but to pull the race card is more understood.Other races may not understand or even care to take the time to see what's behind the actions of another person,but are quick to embrace the thought that any actions or mannerism presented by them ,must be because of their skin color.If you had a chance to see the show "Black/White (it was aired on cable channel 37 a few months back) you could have seen first hand how some things are just perceived differently given the background and history of a person.People of color seem to have a heightened sense of racism.Whereas some caucasians find certain actions and comments harmless.It all goes back to the differences in perception.We people of color have also learned to identify racism regardless of whether the person knowingly implied it or was not aware of how they came off.We are just sensitive to it and feel that some causcasians use word play and double talk to try to get over on us or play on our intelligence.I don't think there is a person of color alive (over the age of 10) who has not been a victim of racism in some form or fashion.Just choose your words carefully or say nothing at all.

And the irony is, this is not a rhetorical question. Not "everything" IS about race, but without a fundamental change in how people think, there will always be some people who see nothing but the color of their (and others') skin.

That's called "pulling the race card". Not all people do that, of course, but whenever someone does it to me I come back with, "You think I'm being racist against you just because I'm white." Then I walk away, because people like that are not worth anyone's time.
The only way to stop racism is to stop "race". It's not "race", it's skin color. It's just another physical feature, like blue eyes or big feet, and we need to start treating it that way.
