Well, I did some research, and I found this bit of information from The Harry Potter Lexicon (http://hp-lexicon.org/ ):

"An ancient, crumbling stone archway, unsupported by any surrounding wall, stands on this dais. This archway is hung with a tattered black curtain which flutters very slightly as though it had just been touched, althoughthe air in the room is still and cold. Some people can hear voices throught the veil; it would seem that those who have lost loved ones are the ones who can hear voices, but this has not been stated specifically (OP34)."

I think that the veil is some kind of portal to the afterlife, and that those who have lost people they love can here them when they near it.

The veil is supposed to be the veil of death, I think. It veils death from the sight of people. Thats why persons who have seen death can hear sounds from the other side of the veil, and all people are lured towards it.
Sirius went through the veil, and died. There is no reason for him to fall. He may just have left his body, and the veil might have absorbed his body. I think if Harry could come in later, he would hear Sirius's voice calling to him.
Anyway, the veil is very mysterious. Nothing is known by us about it. It maybe possible that in the 7th book, Voldemort passes through the veil, and the veil is destroyed. And Sirius comes alive or something stupid.
I think we ought to wait for the 7 th book to know about the veil (and everything else).

I hate it when people answer like "why don't you read them" - so stupid lol Anyway, it was never explained what the voices were behind the veil that they could hear. I think that they could simply be souls that could never return. There was no way that Sirius could come back as a ghost or in a portrait so he is most definitely dead. Perhaps they knew the fate that would happen there and voices could be heard. Funny in the film that again it's only Luna and Harry that can hear them, like with the thestrals - i can't remember if its like that with the book. Anyway, I think it is one of those unanswered mysteries, perhaps JK Rowling didn't want it to be explained so that it puzzles us as much as it would puzzle Harry, who knows? :) I hope this helps x

The veil can be imagined to be like a black curtain...i think it says in the book that it is just a light and somewhat frial black cloth....it is just hanging on something and while sirius is fighting he is backing off and looses his footing thereby falling through the black curtain.
I dont think he just keeps on falling...he is probably transported to a place similar to the "underworld" or something where he is as good as dead...since harry isnt able to communicate with him through the mirror**

I think the wizards set up a one-way portal to the afterlife in the Department of Mysteries. He fell through. It's the same thing as being dead. He doesn't keep falling, because you can hear voices behind the curtain.

Sirius Black was stunned, i think, by his cousin Bellatrix. if he wouldn't have fallen behind the veil he would still be alive. If he keept falling...I think so or else someone could have gone and revived him. so yes he probaly keept falling and falling and falling and falling....

A veil is something that blinds you from
reality, it goes over your face to hide your
idenity, and no he does't keep falling

i am not sue, i have a feeling a curtain to escape reality to be gone when one is falling into to it it is showing that they must die. im relaly not sure.
