A confederate government is purely another name for a 'union'..think the United States, by caleld the Confederate states. A Confederacy is purely an alliance of states with a common cause, ie, protection, trade etc. Its basically a Federal government :P

The Confederate States of America (also referred to as the Confederate States, CSA, and the Confederacy) was a self-proclaimed independent state and confederation that existed from February 4, 1861 to June 23, 1865 in North America, comprising states that seceded [1] from the United States of America. The territory of the C.S.A. consisted of most of the southeastern portion of today's United States. Due to contention from the U.S., there was never a definitive delineation of the Confederate States' northern boundary; its southern land boundary was with Mexico. It was otherwise bounded by the Atlantic Ocean and the Gulf of Mexico.
