Ask everyone you know to save up bottle caps. Then use a sunken in table and put the bottle caps in with plaster of paris around them.

For the top of the table I would arrange the bottle caps how you want them and then pour enough epoxy to cover them and let dry. ( The table would have to have an edge around it )You can get epoxy at any marine supply store in your area.

You could stick rods through them for the legs, and use plywood and epoxy to glue the top together.

lots of super glue! but i am pretty sure if you go to a hobby shop, they might have some kind of glue that you could put over the whole thing that would keep it intact after super gluing it
