Your "friend" should use talcum powder after she dries off from the shower, because it prevents the grease that causes acne. Acne cream with a high level of benzyl peroxide might be helpful as well.
You asked to cover it up ... well, the best advice I can give for that is liquid cover-up. That doesn't wash off easily in water. Wear a tankini that covers up your chest.

For body acne, one reason it may be there is a condition called sebum (this is when dead skin from your scalp irritates other parts of your body).
Buy some anti dandruff shampoo and shampoo every day for a week and then to once a week and then once a month. She should really go to her doctor and find out what it is before assuming it is acne. It could be a skin infection.
And for covering it up, there are waterproof makeups out there. Just ask the cosmetics lady at the pharmacy.

1. See a derm.
2. Sun and water will dry out infected areas and reduce blemishes. It seems that she gets them where sweat tends to collect.
3. (My personal solution) Every time I went to the bathroom I made a point to wash my face (my acne point). EVERY TIME. That meant I was washing my face, gently, many times per day. If I dried out I didn't wash as much. I noticed a difference it days!
