About the BEST way to get rid of SPAM is to fool it. Here is how:
a bit of background. I am one of probably the first few hundred people who got a hotmail account. For those who don't know, hotmail was the "first" web e-mail program. Back then, things were simple, no spam, no junk. So I used that account as my e-mail for a while, before I got so much e-mail that the account was useless.
Why you get SPAM:
The BIGGEST reason you get SPAM is because you use your e-mail account to register at a site. It doesn't matter if they say your privacy is protected or not, some will sell your account to potential SPAMers. Once one of them gets your e-mail, they can turn around and sell it to others and so on. No stopping it then.
What to do:
Get a new e-mail account. Try to make the ID hard to guess. Also, if you can avoid BIG e-mail providers like yahoo, hotmail, gmail, etc... an unknown e-mail server is your best bet. Find the one that does what you want but is not popular.
Now - NEVER, I mean NEVER NEVER enter this new e-mail in a website. I don't care if it is the governments site. Instead, whenever you need to register somewhere on the net use your OLD id (the one you currently have would do just fine) Just give your e-mails to your friends and family who you really want to hear from. If you for example want to register for a weekly newsletter or something, you can still use your OLD account, then setup rules in the old account to forward any e-mail that is from the newsletter provider to your NEW account.
Also, NEVER, I mean NEVER NEVER, try to unsubscribe from any e-mail that says reply or click here to unsubscribe. In most cases, this only VALIDATES your e-mail account to be in active use and thus can fetch more money for. The person you sent the unsubscribe request to may actually unsubscribe you, because they legally have to, but they could turn right around and sell your e-mail as active user for a lot more money to a dozen more SPAMers. So the net effect is worse.
I did this a about 5 years ago, and I NEVER, I mean NEVER get a single SPAM in my true e-mail.

If these types of emails are coming to your inbox then you need to mark it as spam so it will go to your spam folder. Most email providers have a way to empty your spam folder in just one click. If you use Yahoo then all you have to do is click EMPTY next to the folder and it will clean the folder out in one easy, fast step.
By the way, blocking the email address of a spammer is usually completely useless either because it's a spoofed address or because they delete the address right after they send the email. There's really no point in blocking them.
I hope this helps. Good luck!!

What happens is different spammers send the same email. What you can do is create a filter so that when someone sends an email with a certain subject it will be sorted into your junk email. That's if you're using outlook.
