It is as the first guy said. But to expand on the thought it applies to welfare. Just giving someone money makes them dependent on you (thus giving you power.) Some call this compassionate. I call it deceptive. The true measure of compassion is measured not by how many you give to but how many no longer need you to give them anything. Of course this approach is resisted by the "poverty pimps" who like the power they derive from complaining about poverty while doing nothing to stop it.
The thing that made this country great is the individual striving to make his or her lives better. Not the government stepping in to "help". We have developed an entitlement mentality in this country that runs counter to what made this country great.
Los Angelis had an earthquake and rebuilt without the federal government's help. Chicago had a fire that almost destroyed the city and was rebuilt without federal help. But today New Orleans says it cannot rebuild without the federal government pouring billions of dollars into it.
This is the same as giving them a fish, while the other two examples are an example of depending on themselves as one does when they have been taught to fish.

This means that we can help people out, but if we keep giving assistance to that person, the person will never learn to do for himself. This is why education is so important. You want people to be able to fend for themselves. They want this also, so they don't come off as constant dependants. Only children are dependant. Which is probably why the reference states a man.If you educate that man on how to get what he wants for himself, the lesson will remain with him for the rest of his life. He is now self sufficient, and independent.
