Too many characters to develop anyone new.

He is just Angel right now not Arcangel like in the comics. This X-men cosentrated more on the main charcters from the first two movies plus Halley Barry wanted a bigger role. Left less room for other characters.

X3 for Arcangel was just his introduction and decision to remain a mutant. He'll probably do more in the next one.

maybe, because he is a new character and the writers want to give him more appearances in the next movie.
