I see a lot of fishing boat charters near the ocean. I see some Kayaking. I see pleasure boat SALES. It's not apparent on the Internet, if speed boat rentals are available or not. I advise you to call a Marina in the area and ask there or ask where you would call or go to find out. Here's one:

There's always recreational boaters around The Dalles and Hood River -- just drive around the docks there, I'm sure you'll find a company.
