Well there are many methods, but if you want to do it without paying you have to use a free web hosting site like Brinkster (though there are countless otheres). However, all of the free ones I found have ads and/or pop ups.
Once you have a site you need to add content. To do this you need to use HTML, W3Schools is a great learning site(once again there are many others) if you don't know HTML.

If you want to have your own website name like www.yahoo.com, you will have to purchase it, then you can sign up for web hosting, which will proably be a monthy fee. If you want free web hosting you will have to get a website name like...www.yahoo.com/yourwebsite or www.your website.websitehoster.com/ try these website sites: http://www.godaddy.com/gdshop/default.asp?location=www%2Egoogle%2Ecom%2Fsearch or http://www.bravenet.com/
