The scene in Love Actually when the guy from Teachers stands outside Keira Knightley's characters flat with the cards telling her he loves her with the carol singer music on the tape recorder, it's so romantic but it's so sad cause you know he can't have her!

There are so many...I do think that The Officer and a Gentleman has one of the best endings I have ever seen. I also love The Notebook when they finally get it on...lol! I would also like to mention to gaylwinns that it was Chris O'Donnell that starred with Minnie Driver in Circle of Friends, not Matt Damon...and yes that is a great movie.

Probably too many to mention, but one of the most romantic moments recently are in Something's Gotta Give
When Erica and Harry meet in the kitchen to make pan cakes and then after the thunderstorm. Not to forget the end when she meets him on the bridge in Paris.

Its not a romantic movie, but i loved the storyline between Anakin and Padme in Star Wars; Attack of the Clones. The way they fall in love with eachother, its beautiful.

Bizarrely the end of Secretary where he comes back to her in the office and takes her up to give her a bath is lovely. I know it's a film about S&M but it is ultimately about their love.
I also love all the romantic bits in both the Bridget Jones films, it's nice to know you can make a complete mess of everything but there's always someone who will love you for it.

I love any movie where the man comes back to get the woman, like in Pretty Woman at the end, how he plays the music from the opera, climbs the fire escape (even though he's terrified of heights), and 'rescues' Vivian.

So many to choose from..Well,i think City of Angels(the whole movie) and in A lot like love the scene where Ashton Kutcher goes to Amanda Peet's house and sings "I'll be there for you" by Bon Jovi to her and afterwards says: "[...] I know i'm probably 6 years too late, but will you give me strike one back?"
