It would probably be close. In a narrow footing, the 2 pieces of rebar would probably be stronger, but as the footing gets wider, probably around 18" for a typical application, I would choose the 4 smaller pieces, evenly spaced in the footing.

The 2 strands of 1 1/4 rebar is stronger. Stick to the original design or you may be sorry ini the future when your foundation develops cracks.

You aren't trying to get more tensile strength from the rebar application, you are building a lattice to hold the concrete together and Make it stronger. I personally would use a #3 or 3/8" rebar. It isn't as flimsy to work with isn't that expensive and is easy enough to bend into the forms you need. Do they even make 1/4"? I've never seen it that small we would just buy a roll of concrete mesh.

with the 2 strands of 1.25", you would get 2.5" strength
with the 4 strands of .25", you would get 2" strength.
you figure that one out.
