What features do you need? There are many free and paid scripts/programs for the job. If you want good support and lower your risks consider hiring a web dev company to evaluate, install and maintain your newsletter tool.

You should be able to use a PHP script. Most hostingcompaines offer this for free. Log in to your cpanel and look there. If you need to upgrade your website, I would recomend www.epostoffice.us I have use them and they are good. They give away free web hosting...Good luck.
