I don't want to put more siding over it. I want to just flatten out the surface of each shingle.

Don't sand it or scrape it.

Try texture paint maybe? I've never seen anyone do anything but repaint or side over it though. The good thing about asbestos (if there is one) is that it takes paint really well.

How about using some of that goop that they use to seal up leaking boat hulls with. Not talking about fibreglass either. It's like a puddy that hardens as a plastic-like substance. You could put it on like you would spackle.

Probably get a good strong primer that will seal and then repaint with a more neutral color in a flat sheen.
