Our children are very precious, and so parents want every precaution taken with them. School buses are a special area of interest because of how dangerous the traffic can be and because the children are there without their parents. Most of what goes into and on a school bus is there for safety and/or visibility reasons. The strobe is one of them. A school bus is bright yellow, and huge for visibility. They can go only so fast for safety. Bus drivers must always stop completely at every railroad crossing, open their doors to make sure there's no train coming (in case the crossing lights are broken) for safety. And everyone knows about the extending stop sign with the flashing lights means drivers must stop for children getting out.
However, even with all this defensive driving, there are still drivers on the road who aren't paying attention, and conditions were even that bright yellow can't be seen, such as in a dense fog. Where the yellow color is a passive symbol, the strobe is an active signal of the school bus. It flashes to draw attention away from the cell phone, radio, or whatever else may be distracting the driver from seeing the school bus. In that dense fog, a strong flashing light is visible where the yellow color, even brakes lights may not be.

those strobe lights are meant to make the bus seen for a significant distance in unfavourable climate/ undesirable visibility. the quicker autos can see the bus decrease than unfavourable employing circumstances, the extra time they might desire to decelerate, incredibly if the bus is loading or unloading passengers.
