My manifesto first keep it short. Then let very few members in so they can't mess up my veto power. Third the fewer the members the more grants I'd qualify for as a minority people group. Fourth the few the members the more mysterious the group seems like the exclusive Illuminati. Fifth I'd have lot's of meetings and resolve nothing but write it all of my taxes.
