I have been in magic for over 30 years and feel my city needs a good place for magicians to get the equipment they need.

I'd call a magic shop owner in another city and talk to them. Find out how THEY got started and what headaches they can offer suggestions on avoiding.

I've noticed, in my travels, that few shops are JUST magic. Most include costumes, gags, party supplies, juggling, face painting/theatrical make-up, toys, or something. The purely magic shops don't seem to last as well.

Your first step is find an investor, unless you have the capital saved up or available to you.
Next step--Location, location, location.Decide the ideal place for your business. An internet or E-bay site is always advantageous. Advertising will be very important at the foundation stage.

Just go with it. Save up some money and then start buying your supplies. If you think that it is a good idea and you know alot of people that would be interested in it, then it will probably be a good business. Good Luck!
