I had this same problem with Windows98.

When you shut down, Windows takes the time to write a lot of informaiton about your work, your desktop etc and sometimes Win98 and WinME both stick.

THere are a couple of things you can try to clear up any problems.

Log into Safe Mode. (Press F8 during boot, select Safe Mode from the list)
Click STart -Shutdown - and change it to Restart if necessary. Allow the machine to shut down and restart on it's own.

AGAIN log into Safe Mode.
While in Safe mode, run the Disk Optimizer. (Any good free disk optimizer will work here. You just want the disk to clean up the broken files and free space.)

Use the Shutdown/Restart again.
This is how I cleaned up a lot of shut down problems with my machine. Hope it helps.

If you search google for standard pratices for win 98...ME and NT. You will find that (and this is kinda funny) they want you to re-install WinME every 6-8 months... When was the last time you re-installed...

Suggestion: Get more RAM and upgrade to XP Home or Pro ...
